We personally liked Las Gaviotas Condo-Hotel. It is one block from the Malecon, has large condos, a secured parking garage, and an extremely nice manager who speaks excellent English.

Las Gaviotas Condo-Hotel in La Paz, Mexico, has spacious condo-style units, an ideal location one block off the Malecon, and very friendly and attentive staff.
As the hotel sits on a hill, the condos have beautiful views of the waterfront with the Malecon from the balcony. There are lots of restaurants, and stores in walking distance. Just be advised that you need to walk up a fairly steep street from the Malecon to get to the hotel.

The condo-style units feature two bedrooms, two bathrooms, a fully equipped kitchen, and a roomy living area. There is no breakfast option, as each condo has a fully equipped kitchen and a grocery store is only a few blocks away (map).
The hotel has an on-site pool and a secure parking garage.

If you need anything, beach or restaurant or shopping recommendations, or need anything fixed that is broken, or another 5 gallon bottle of water, Hector, is a super-nice hotel manager who will take care of any problem immediately. His English is excellent, so there are no language barriers.

One thing that needs to be mentioned is that the condo units are a bit older. So, if you expect a modern design, then this is probably not the place for you.
Also, we had an issue with a musty odor out of one of the shower drains in one of the bathrooms. Unfortunately, this was caused by an issue in the pipes and a temporary fix had to be applied every other day. Hector offered to give us another condo, but since that was a minor issue, we did not take him up on this.

Since you can oversee the Malecon, you will notice when things are going on over there. If you come in December you will see the Christmas parade on the Malecon that happens every few days.

Long story short: This is a very good place to stay in La Paz, and we would stay here again.
